This article is affiliated with the perspective of the quality of social policies in Brazil, which relates to alternative visions of development, having as a reference the concept of development as freedom, in the terms of Amartya Sen (2000), in order to contribute with the presentation of a proposal of public policy analysis. The presented tool seeks to be able to observe the potential of public policies that expand the population's ability to exercise certain instrumental freedoms, articulated to the use of the axes indicated by the model of Subirats et al (2008): the various parts involved, their resources and the institutional framework in which to tolerate. The objective is to present a model that allows the empirical study of several public policies in progress, as well as serving as a theoretical support to think about the formulation, implementation or evaluation of new policies, with emphasis on the case of the local realities of Brazilian municipalities.
