EDUCAÇÃO BRASILEIRA: A PERMANÊNCIA DE UM SISTEMA EXCLUDENTE = BRAZILIAN EDUCATION: PERMANENCE OF AN EXCLUSIONARY SYSTEM

Resumo

O artigo é construído a partir da trajetória histórica da educação no Brasil, ressaltando o sistema excludente que foi gestado ao longo dessa trajetória. Um sistema que sempre privilegiou a elite burguesa, excluindo as classes populares do contexto educacional através de medidas legais ou pelo favorecimento de um sistema dual, em que a diferença entre o ensino particular e público visa manter o status quo da minoria dominante. No cenário de luta dos movimentos sociais pela redemocratização do país, que acontece no decorrer da década de 1980, a Constituição Federal de 1988, conhecida como “Constituição Cidadã”, é um marco na proclamação de direitos sociais. Nesse bojo, a referida carta magna proclama a educação como direito social, sendo considerada direito de todos e dever do Estado. Porém, no romper da década de 1990, a força da influência da globalização neoliberal se contrapõe a ordem constitucional em um processo contínuo de encolhimento dos direitos sociais e desmonta as políticas sociais, entre elas, a Política de Educação. Permanece a exclusão, pois a educação pública oferecida às classes populares atende às requisições do capital e elas são excluídas de uma formação humana. A educação como direito de todos está sendo oferecida para atender às demandas do mercado de trabalho.

ABSTRACT

The paper is built from the historical trajectory of education in Brazil, highlighting the excludable system that was generated along this trajectory. A system that has always favored the bourgeoisie elite, excluding the working classes of the educational context through legal measures or by favoring a dual system, in which the difference between public and private education seeks to maintain the status quo of the ruling minority. In the scenario of struggle of social movements for democratization of the country, what happens in the course of 1980, the Constitution of 1988, known as "Citizen Constitution", is a mark in the proclamation of social rights. In this prominence, the magna carta proclaims education as a social right, considered right of everyone and obligation of the State. However, in the early 1990s, the strength of the neoliberal globalization influence is opposed to the constitutional order, in ongoing shrinkage of social rights and dismantlement of social policies, including the Education Policy. The exclusion remains because the public education that is offered to the popular classes meets the requests of capital and the popular classes are excluded of a human formation. The education as a right of all is being offered to meet the demands of the labor market.
