INTERSECTORALITY BETWEEN THE SUS AND THE NATIONAL FOOD AND NUTRITIONAL SECURITY SYSTEM (SISAN): POSSIBILITIES AND CHALLENGES
Abstract
This article aims to contribute to the expansion of the debate on the intersectorality between the public policy of Food and Nutrition Security and the public policy of Health, identifying the field of action of responsibility of the SUS that is articulated with the National System of Food and Nutrition Security (SISAN), as well as the possibilities and challenges of this articulation today. The study was conducted through bibliographical and documentary research, with a qualitative approach, focused on understanding the proposed theme, analyzed from the perspective of social totality, complexity, and contradictions within the context of capitalist society. Through the analysis of legislation and documents related to the two public policies studied here, we sought to identify the points of intersection that enable intersectoral action within the SUS and SISAN. The results
highlighted the significant potential for intersectorality between the SUS and SISAN, given that they share common guidelines and shared determinants, constraints, and a portion of the population they serve. However, it is necessary to broaden the debate and understanding of this intersectoral field, as well as prioritize mechanisms at the government level to implement this intersectorality. It was found that the Interministerial Ordinance MDS/MS No. 25, of September 1, 2023, which provides for the integration of the offer of actions between SISAN, SUS, and SUAS for families and individuals in food insecurity, presents itself as an instrument with great potential for effective intersectorality between these Systems, if it is implemented, as planned, in all spheres of government.
