ACTORS IN SCENE: A DECISIVE COMBINATION IN THE FORMULATION OF SOCIAL PROGRAMS AND PUBLIC POLICIES.
Abstract
The House of the Little Citizen is a social project created in 1998 in the city of Marilia / SP, through a Municipal Law. Developed by the Department of Social Welfare he received in his early years, significant attention from politicians and businessmen of the city. After the entry of a new administration (2005), plus the creation of the Unified Social Assistance System (2005) and the National Specification of Social Assistance Services (2009), which allowed the federal government to expand and reorganize the social assistance service network throughout the country, you can see, in the course of this time, the project took on a declining trajectory. Transformed into a Social Service and Labor Relations Strengthening Children and Adolescents 06-15 years, he saw, then, your budget is shared with other services, politicians no longer prioritize and civil society to distance. Thus, this project may become a benchmark to be analyzed regarding the transition experienced by social assistance policies in the last decade and the decisive influence of the performance of political actors in the execution of public policies. It appears that we live a turning point for social assistance in Brazil: or combines a more significant public budget and also more efficiently, or we will see the social assistance services become harmless before the growing challenges of Brazilian reality.
